Arequipa is Peru's elegant 'White City,' built from pale volcanic stone and ringed by three volcanoes, with a sunny dry climate and a more relaxed pace than Lima or Cusco. It's affordable, beautiful, and lower-altitude than Cusco, with great access to the Colca Canyon and good food, but it's a mid-size provincial city without a deep job market or big international scene. It suits people who want colonial beauty, sun, and mountains on a budget. Quieter and more conservative than the capital.
